In addition, watch your dog’s weight. If the dog is overweight that will put extra pressure on his joints and cause more pain. Make sure he gets excercise every day but in deference to his hips, keep the excercise from being too strenuous.

An 11 year old dog is getting up there in years.. I fear there is really nothing you can do to reverse the aging process. Sure, there is surgery that can probably be done but the question is whether or not your father will pay for it.

My dog is going though a similar problem, though it sounds like yours is a little worse. At the age of 11 he is quite old and to put him down might be the best thing to do, however there are a range of treatments.
